The previously postponed Outkast concert was permanently cancelled by PK German and the University Programming Council yesterday.

Outkast was booked to perform at University Hall with 2 Skinnee J's on Oct. 28. Yesterday, PK German, the University Programs Council committee that coordinates concerts, announced the performance would not be rescheduled.

PK German has offered refunds available to all ticket holders at the original place of purchase. Online ticket purchasers automatically will be refunded. The refund offer will be available until Dec. 17.

The original concert had sold 3,000 tickets before Outkast canceled at the last minute. The rap duo cited delays recording their new album as the reason for the initial postponement.

University settles $3 million billing error

The University Medical Center and the Health Services Foundation agreed last week to reform its billing practices and pay $3 million in a settlement with the U.S. Department of Justice, the U.S. Department of Health and Human Services and Virginia's Department of Medical Assistance Services.

The payment comes in response to billing errors by the Medical Center and the Health Services Foundation.

As part of the settlement, the Medical Center and the Health Services Foundation may be able to recover some or all of the $3 million payment if they file corrected billing reports.

The Justice Department identified the two health organizations' billing mistakes in a review that began in August 1999. The billing mistakes were found over a seven-and-a-half year period from 1992-99.
