A memorial service will be held for Liana Kuyumciyan at 2 p.m. Saturday at the University chapel. Kuyumciyan, a third-year College student, was killed in a car accident Tuesday. Two other students were injured in the accident.

Kuyumciyan was a foreign affairs major and international student from Turkey. She also was a member of the Turkish Student Association.

The service is open to friends and family of Kuyumciyan. Interested parties may contact the office of the dean of students at 434-924-7133 for more information.

Virginia Senate considers death penalty legislation

The Virginia State Senate Courts of Justice Committee unanimously approved a bill Wednesday that would abolish the death penalty for the mentally retarded. Persons with an IQ below 70 and who are determined by a psychiatrist to have significant limitations in adaptive capabilities would meet the rules for exemption.

Persons meeting the mental retardation guidelines that are convicted of capital murder would receive life in prison rather than the death penalty.

Republican Attorney General Jerry W. Kilgore and the Commonwealth Attorneys Association of Virginia do not oppose the bill. However, Hampton Commonwealth Attorney Linda Curtis voiced concern that the legislation be held off until the U.S. Supreme Court hears a death-penalty case involving a man with an IQ of 59.

Also during the Tuesday session the Senate committee rejected a bill to abolish Virginia's 21-day deadline for inmates to introduce new evidence of their innocence after sentencing.

Proponents of the bill cite cases in which witnesses have recanted previous testimony. Critics of the bill are concerned that lifting the 21-day rule would lead to frivolous claims.
