Gov. Kaine awards $80,000 grant to Cooper Center to help with census

Demographers will collect data about addresses, population for high-growth areas of state

Gov. Tim Kaine recently awarded an $80,000 grant to the University's Weldon Cooper Center for Public Service in preparation for the upcoming 2010 national census.

The grant will aid demographers' statistical research to update address lists and population estimates for Virginia, the seventh fastest growing state in the United States, said Qian Cai, director of Demographics and Workforce Research at the Weldon Cooper Center.

The United States Census Bureau relies on both local and state government outfits and private organizations like the Cooper Center to maintain accurate population information. The data, officially recounted every 10 years, helps to draw appropriate Congressional districts and establish suitable representation in the U.S. House of Representatives.

Cai emphasized the importance of keeping Virginia's "master address files as complete and accurate as possible." The research funded by the grant will focus most of its energy on high-growth areas of the state including Northern Virginia, Richmond and Virginia Beach.

The Center's demographers are charged with an overwhelming task of collecting not only addresses, names and zip codes, but also the longitude and latitude of new developments. For this, they will need the assistance of GIS coordinators, who are constantly reviewing and revising city and county maps using GPS technologies.

Research assistant Susan Perronne described the main aspect of the work as "collecting and cleaning census data," adding that Virginia's records need to be completely up-to-date and properly formatted to be compatible with the Census Bureau's lists.

The first submission of the new figures, as compiled by the Cooper Center, to the Census Bureau will occur in November, and a final review must be completed by April 1, 2010.
